Deletes various controlled substance crimes from the list of offenses that automatically prohibit probation, making more individuals eligible for probation consideration.

Allows courts to waive remaining probation prohibitions for controlled substance crimes in unusual cases where the interests of justice would be served.

Repeals former Penal Code Section 1203.073 and establishes new Section 1203.07 limiting probation restrictions to specific crimes involving minors and certain dangerous drugs like phencyclidine.

Amends Penal Code Section 29820 to clarify firearm restrictions for individuals under 30 years old who were adjudged wards of juvenile court for specified drug and violent offenses.

Requires courts to specify on the record the circumstances when probation is granted under the new interests of justice exception.
