Amends the Public Utilities Code to rename Article 10 as "Renewable Gas Procurement" and establish renewable hydrogen procurement requirements for gas corporations and core transport agents.

Defines "renewable hydrogen" as hydrogen produced using only renewable energy sources consistent with California's Renewables Portfolio Standard, including eligible renewable electricity and feedstock sources.

Requires the Public Utilities Commission to open a proceeding to establish renewable hydrogen procurement goals and require each gas corporation and core transport agent to procure proportionate shares annually.

Mandates the Commission find that renewable hydrogen procurement targets are cost-effective for reducing greenhouse gas emissions, comply with state and federal law, include appropriate pipeline safety standards, and prevent increased air pollutant emissions from combustion end uses.

Requires the Commission to evaluate whether gas corporations can recover infrastructure investment costs for interconnecting biomethane and renewable hydrogen facilities in their rate base, considering impacts on product pricing, customer rates, competition, and greenhouse gas reduction goals.
