Creates new crime under Penal Code Section 594.39 making it unlawful to knowingly approach within 30 feet of a person or occupied vehicle at a vaccination site entrance/exit for purposes of obstructing, injuring, harassing, intimidating, or interfering with them.

Defines "vaccination site" as physical locations where vaccination services are provided, including hospitals, physician's offices, clinics, retail spaces, and pop-up locations.

Penalties include fines up to $1,000, county jail imprisonment up to 6 months, or both.

Provides specific definitions of prohibited conduct: "harassing" includes passing leaflets or displaying signs, "obstructing" means making ingress/egress difficult, "intimidating" means making true threats of bodily harm, and "interfering" means restricting freedom of movement.

Exempts lawful picketing related to labor disputes and declares the statute effective immediately as an urgency measure.
