Establishes a grant program administered by the Public Utilities Commission to fund broadband adoption, digital literacy, and computer equipment for eligible publicly supported communities, low-income mobilehome parks, and farmworker housing.

Authorizes grants to provide either one-time or both one-time and ongoing funding for computer equipment and computer labs, as well as ongoing funding for broadband service and digital literacy programs.

Defines eligible recipients as publicly subsidized multifamily housing developments owned by public housing agencies or nonprofit organizations, plus low-income mobilehome parks and farmworker housing.

Implementation requires a separate appropriation of funds by the Legislature to develop and administer the program.
