Requires local health officers' electronic reporting tools for communicable respiratory diseases to collect and report data on patient housing type, household size, occupation, workplace, and travel history.

Mandates health care providers report housing type, household size, occupation, workplace, and travel history to local health officers when diagnosing communicable respiratory diseases listed in Title 17 regulations.

Establishes a State Department of Public Health program to provide expedited release of health care data to qualified researchers at UC campuses and eligible independent institutions during declared public health emergencies, subject to memoranda of understanding.

Requires all memoranda of understanding to be published on the department's website within one business day, including institution names, principal investigators' names and affiliations, and research proposals.

Creates a special Institutional Review Board to review and approve or reject researcher requests within 15 days of receiving completed applications.
