Adds fentanyl to the list of substances subject to additional prison sentences under Health and Safety Code Section 11370.4, with terms ranging from 3 to 25 years depending on weight thresholds (1 kg to 80 kg).

Authorizes courts to impose fines up to $1 million, $4 million, or $8 million for fentanyl trafficking violations receiving additional terms, in addition to base imprisonment sentences.

Requires courts to find reasonable expectation of collecting fines before imposing them, considering the defendant's income, earning capacity, and financial resources.

Specifies that conspiracy enhancements shall not apply unless the defendant conspirator was substantially involved in planning, direction, execution, or financing of the underlying offense.

Provides that no state reimbursement to local agencies is required because costs result from changes to criminal penalties under existing law.
