Establishes the California Alliance to Combat Trafficking and Slavery (California ACTS) Task Force to collect data on human trafficking in California and examine collaborative models between government and nonprofit organizations for protecting trafficking victims.

Task force composition includes the Attorney General (chair), representatives from state agencies (Labor, Social Services, Health Care Services, Emergency Services), law enforcement associations, public defenders, district attorneys, mental health professionals, and a human trafficking survivor appointed by the Governor.

Task force shall hold first meeting no later than July 1, 2022, and meet at least four times with public access to all meetings.

Requires task force to report findings and recommendations to the Office of Emergency Services, Governor, Attorney General, and Legislature by July 1, 2025, including recommendations on prevalence studies, collaborative models, prevention efforts, and addressing human trafficking for forced criminality.

Task force provisions automatically repeal on January 1, 2026.
