Requires the California Workforce Development Board and Employment Development Department to collaboratively measure and report on training-related job placement outcomes for individuals receiving job training services funded by Title I of the Workforce Innovation and Opportunity Act and board grants.

Mandates development of a plan by January 1, 2024, to use existing unemployment insurance data infrastructure to match employee occupational, employment, and hours worked data to job training service enrollees, including timelines, budgets, and any necessary statutory changes.

Upon legislative appropriation, requires implementation of the plan and submission of an initial report to specified legislative committees within 2 years, with subsequent annual updates included in the Employment Development Department's existing annual report to the Legislature.

Requires local workforce development boards to collect industry and occupation-specific data for all job training enrollees and develop methods to measure wage gains and employment outcomes at 2, 4, 8, and 12 quarters following program participation.

Mandates local workforce development boards notify prospective job training enrollees prior to enrollment of findings on program efficacy, including likelihood of training-related job placement, employment at regional living wage levels, and wage gains over time, disaggregated by region, provider, industry, and occupation.
