Extends CalWORKs postsecondary education benefits to nonprofit institutions in addition to publicly funded institutions, allowing eligible participants to receive standard payments of $500/semester or $350/quarter for full-time enrollment, and $250/semester or $175/quarter for part-time enrollment.

Prohibits participants from being required to complete job club, participate in orientation and appraisal more than once (except after breaks of over one year), or engage in welfare-to-work activities during semester or quarter breaks.

Redefines hourly participation requirements for part-time students based on instructional hours (50-minute class periods) with three hours of study time per instructional hour, allowing counties to assist students in meeting total participation hours through various options.

Designates summer sessions as quarters for payment purposes and streamlines the welfare-to-work plan process to be completed by mail with optional in-person assistance.

Clarifies that Section 11325.23 (self-initiated education program provisions) does not apply to students receiving the standard payments under Section 11322.84.
