Prohibits the State Department of Public Health from preventing laboratories with both a CLIA certificate of accreditation and a current state clinical or public health laboratory license from offering noninvasive prenatal tests to pregnant persons with a prenatal care provider's order.

Allows laboratories to offer noninvasive prenatal tests to persons who have opted out of the California Prenatal Screening Program or who choose additional testing beyond what the state program offers.

Prohibits the department from limiting the number of noninvasive prenatal tests that a qualifying laboratory may provide.

Defines "prenatal care provider" as a health care provider licensed under California law who provides prenatal medical care within their scope of practice.

Requires inclusion of environmental health information and peer-reviewed materials on reproductive toxins in California Prenatal Screening Program patient educational materials.
