Establishes incentive payments for qualifying Medi-Cal managed care plans that meet predefined goals and metrics for school-affiliated behavioral health services from January 1, 2022 through December 31, 2024.

Requires the State Department of Health Care Services to consult with Medi-Cal managed care plans, county behavioral health departments, schools, and stakeholders to develop interventions, goals, and metrics for measuring plan eligibility.

Mandates the department to seek federal approval to claim federal financial participation for incentive payments; if approved, payments must comply with federal requirements; if not approved, allows state-only funding only if federal financial participation for Medi-Cal is not jeopardized.

Defines incentive payments as supplementing and not supplanting existing payments to managed care plans and provides definitions for "comprehensive risk contract" and "Medi-Cal managed care plan" based on federal regulations.

Focuses on increasing access to preventive, early intervention, and behavioral health services for children enrolled in kindergarten through 12th grade at schools.
