Amends Health and Safety Code Section 122318 to create an exception to the 30-day client-provider relationship requirement for health care practitioners providing emotional support dog documentation for homeless individuals.

Allows verification of homeless status through identification in the local Homeless Management Information System, referral from a continuum of care or homeless services provider, or visual confirmation by a homeless services provider of individuals in shelters, encampments, or vehicles.

Maintains all other existing requirements for health care practitioners, including possessing a valid active license, completing a clinical evaluation, and providing notice about penalties for fraudulently representing service dogs under Penal Code Section 365.7.

Health care practitioners remain subject to discipline from their licensing boards for violations of this section.
