Expands California Safe Drinking Water Act requirements to apply to small state water systems, including enforcement of Sections 116400, 116530, 116665, 116735, and Article 10 (commencing with Section 116700).

Authorizes State Water Resources Control Board to adopt emergency regulations on water quality analysis form, format, and intervals without Administrative Procedure Act review, but requires a public hearing before adoption.

Allows the Safe and Affordable Drinking Water Fund to award up to $10,000 without a written agreement to address drinking water emergencies and exempts fund contracts from competitive bidding requirements.

Creates new enforcement authority for the State Water Resources Control Board to recover costs, impose civil penalties up to $500,000 for misrepresentation, impose criminal penalties up to $10,000 or three years imprisonment for false statements, and place liens on property obtained with financial assistance.

Requires recipients and contractors to attest under penalty of law that information about fund disbursements and reimbursement claims is accurate and complete.
