Requires at least 5% of each incoming class at participating California State University campuses to participate in the California Promise program, beginning with the 2023-24 academic year.

Mandates that at least 70% of California Promise program participants be low-income students, first-generation students, or students from communities underrepresented in postsecondary education.

Guarantees participation in the program for low-income students, first-generation college students, students from underrepresented high school communities, and transfer students.

Requires participating campuses to provide program support including priority course registration and academic advisement with progress monitoring.

Establishes reporting requirements for the California State University trustees to submit program data to the Legislature by July 1, 2021, including participation numbers and graduation rates disaggregated by student demographics.
