Defines "blockchain technology" as a decentralized data system using distributed ledgers or databases to store mathematically verifiable specialized data in permanent transaction order.

Defines "verifiable credential" as cryptographically secure information created using open standards that comply with privacy protections and can be authenticated through publicly available services.
