Authorizes the Department of Fish and Wildlife to approve compensatory mitigation credits for wildlife connectivity actions taken under the conservation and mitigation banking program or regional conservation investment strategy program.

Requires wildlife connectivity actions to permanently protect real property where feasible, or provide long-term durability and maintenance plans with secure funding if permanent protection is infeasible.

Allows compensatory mitigation credits from wildlife connectivity actions to fulfill mitigation requirements under state and federal environmental laws, including California Environmental Quality Act requirements and Chapter 1600 fish and wildlife protections.

Directs the department to consider factors including habitat connectivity improvements, species benefits, climate adaptation value, and specific critical habitat linkages when determining credit value.

Exempts the development and adoption of department guidelines and criteria for implementing these provisions from the Administrative Procedure Act.
