Establishes the California Surplus Land Unit within the Department of Housing and Community Development upon legislative appropriation to facilitate residential housing development on local surplus land.

Authorizes the unit to facilitate agreements between housing developers and local agencies, provide technical assistance, and collaborate with state agencies to obtain grants, loans, tax credits, and other financing for housing construction on surplus land.

Requires the unit to collect and compile data on housing production and submit annual reports by December 31 detailing housing units assisted, geographic distribution, affordability levels, household demographics, and funding sources.

Defines "surplus land" as land declared surplus by local agencies under Government Code Section 54220 or by school districts under Education Code Section 17455.

Does not relieve local agencies or developers from complying with existing disposal requirements for government-owned property under state law.
