• Authorizes the Department of Alcoholic Beverage Control to issue music venue licenses (Type 90) allowing retail sale of beer, wine, and distilled spirits for on-premises consumption at music entertainment facilities.

• Restricts alcohol sales to the period from 2 hours before a live performance until 1 hour after the performance ends, subject to existing laws prohibiting sales between 2 a.m. and 6 a.m.

• Allows existing on-sale general eating place (Type 47) and on-sale general public premises (Type 48) licensees to exchange their licenses for music venue licenses upon payment of a $100 exchange fee.

• Establishes license fees: $15,835 for new music venue licenses in most cases, $6,000 for music venue licenses on public property, with annual renewal fees of $1,190 (cities over 40,000), $970 (cities 20,000-40,000), or $755 (other areas).

• Permits minors under 21 to enter music entertainment facilities but prohibits sale or service of alcoholic beverages to anyone under 21 years of age.
