Excludes "Bruce's Beach" (Peck's Manhattan Beach Tract Block 5) in Manhattan State Beach from perpetual public recreation use requirements and deed restrictions that previously prohibited sale, transfer, or encumbrance.

Authorizes the County of Los Angeles Board of Supervisors to sell, transfer, or encumber Bruce's Beach on terms determined to be in the county's and public's best interest.

Establishes full cash value of Bruce's Beach for property tax purposes as its fair market value as of the 1975 lien date, adjusted for inflation, upon any sale, transfer, or encumbrance.

Exempts the first sale, transfer, or encumbrance of Bruce's Beach from state income tax and documentary transfer tax for the recipient, applying only to the initial transaction authorized by the bill.

Requires the Director of Parks and Recreation to amend the existing deed by December 31, 2021, to incorporate the exclusions and new provisions for Bruce's Beach.
