Modifies Dungeness crab task force voting requirements, changing the threshold for recommendations from 15 non-ex officio members to two-thirds of all voting members.

Allows Dungeness crab vessel permits to be held for one year after vessel sale before becoming void, and permits transfer to any equivalent vessel (not just those owned by original permittee) within two years of loss or damage.

Authorizes crab traps to be set and baited 64 hours before the Dungeness crab season opening statewide, replacing previous district-specific time periods.

Establishes a framework for evisceration of Dungeness and rock crab when domoic acid exceeds allowable viscera levels, requiring licensed processors with approved hazard analysis plans and $350 plan review fees.
