Revises definition of "continuing education" to expressly exclude instruction leading to a degree and modifies "educational program" to exclude courses of 32 hours or less not designed for employment.

Changes "postsecondary education" definition from programs with curriculum to programs with "instruction" designed for post-secondary students, and clarifies institutions cannot self-sponsor programs to qualify for trade/fraternal organization exemption.

Requires advisory committee to elect chair and vice chair annually and adopt rules for its affairs; allows bureau to extend accreditation deadlines for institutions making strong progress toward accreditation.

Expands substantive changes requiring prior bureau approval to include changes to clock/credit hours, distance learning systems, and participation in federal Title IV student aid programs.

Extends operation of the California Private Postsecondary Education Act and Student Tuition Recovery Fund by one year to January 1, 2023.
