Establishes a forestry training center in northern California by December 31, 2023, operated jointly by the California Conservation Corps, Department of Forestry and Fire Protection, and Department of Corrections and Rehabilitation to provide training, education, and job readiness for entry-level forestry and vegetation management positions.

Requires the training center to provide counseling, mentorship, supportive housing, health care, and educational services, with priority enrollment for formerly incarcerated individuals who successfully served on California Conservation Camp crews or county-level hand crews and were recommended by appropriate department officials.

Specifies that successful completion of the training program qualifies individuals for entry-level forestry or vegetation management positions at state agencies.

Requires annual reporting beginning December 31, 2023, on formerly incarcerated individuals enrolled in corps programs and centers, including employment, education enrollment, credential attainment, and other outcome measures tracked for regular corpsmembers.
