Enacts the First Validating Act of 2021 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts and agencies.

Declares all previously organized or existing public bodies as legally organized and functioning with full rights, powers, and privileges under law.

Confirms and validates all prior boundary establishments, annexations, detachments, consolidations, mergers, and dissolutions of public bodies.

Validates all prior acts and proceedings related to authorization, issuance, sale, and delivery of bonds by public bodies for any public purpose.

Establishes a six-month statute of limitations from the effective date for any legal actions contesting the validity of public body formation, boundary changes, or bond issuance; after six months, all such matters become valid and incontestable unless already barred by existing law.
