Enacts the Second Validating Act of 2021 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including cities, counties, districts, and agencies

Defines "public body" to include over 100 types of local entities such as school districts, water districts, fire protection districts, transit authorities, and housing authorities, with specific exclusions for community redevelopment agencies

Confirms all acts, proceedings, annexations, consolidations, and bond issuances previously taken by public bodies as legally valid and binding, including elections and authorizations for bonds

Limits validation to actions not currently being contested in legal proceedings and not previously determined illegal, and requires challenges to be filed within six months of the effective date or become incontestable

Takes effect immediately as an urgency statute, becomes operative September 1, 2021
