Enacts the Third Validating Act of 2021 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state agencies, counties, cities, districts, and specified authorities.

Declares all previously organized public bodies to be legally organized and functioning with full rights, powers, privileges, duties, and obligations as though regularly formed.

Confirms and validates all boundary changes, annexations, consolidations, mergers, dissolutions, and bond authorizations or issuances taken by public bodies prior to the effective date.

Limits validation to acts not currently in legal dispute and not previously determined illegal, with a 6-month statute of limitations from the effective date for contesting any unvalidated defects.

Does not authorize contracts between public bodies and the United States, and does not affect assessment or taxation unless proper filing requirements under Government Code Chapter 8 are met.
