Expands exemption for industrial and commercial subdivisions from subdivision sale/lease regulations under the Business and Professions Code to apply to all provisions, not just certain ones.

Modifies the deadline for local agencies to submit financial transaction reports to the State Controller from 7 months after fiscal year close to whichever is later: 7 months or the time prescribed by the Controller.

Requires hospital district boards to publish annual notices of audit reports that include the audit completion date, preparer information, file location, website link to the report, and summary of material findings.

Declares that hospital district audit notice publication requirements further public access rights under the California Constitution and that no state reimbursement is required because the mandate falls within constitutional scope.
