Excludes food and beverage service employees from the definition of "gambling enterprise employee" if their duties are performed only in non-gambling areas of the establishment.

Excludes supervisors of food and beverage employees from the definition of "key employee" if they and their supervised employees work only in non-gambling areas.

Expands license extension authority allowing the California Gambling Control Commission to extend licenses, work permits, and findings of suitability for up to 180 days if unable to act before expiration, previously limited to owner licensees only.

Requires the commission to hold a meeting before issuing a further order that keeps an emergency order effective, establishing a procedural requirement for emergency order continuance.

Modifies proposition player badge requirements to specify that badges must clearly identify persons as "providing proposition player services" and be worn in a location allowing for public view at all times while in a gambling establishment.
