Expands the definition of "opioid antagonist" in prescription and distribution laws to include all FDA-approved opioid antagonists, not just naloxone hydrochloride, for treating opioid overdoses.

Renames the "Bureau of Medi-Cal Fraud" to the "Division of Medi-Cal Fraud and Elder Abuse" within the Office of the Attorney General and expands its authority to investigate elder abuse in health care facilities receiving Medi-Cal payments.

Removes the $32 cap on Department of Justice processing fees for criminal record clearances of PACE program administrators and changes fee structures for adult day health care centers versus home health agencies serving PACE participants.

Establishes comprehensive law enforcement policies for investigating senior and disability victimization, including mandatory training, arrest protocols, and coordination with adult protective services and other agencies.

Authorizes confidential internet reporting tools for elder and dependent adult abuse reports and expands information sharing between law enforcement, adult protective services, and the Division of Medi-Cal Fraud and Elder Abuse for investigating criminal abuse cases.
