Authorizes use of firearms in motion picture productions only when loaded with blanks and under constant supervision of a certified armorer who has no other duties during firearm use.

Requires employers to ensure a fire code official is present whenever firearms and blanks are used on a production set; prohibits use of live ammunition except in documentaries or controlled environments with specific safety conditions.

Mandates the Office of the State Fire Marshal, in consultation with industry safety committees, develop an armorer safety course by July 1, 2023, with approved vendors available by January 1, 2024; employers cannot hire armorers without course completion after July 1, 2024.

Requires employers to have motion picture production employees and performers who work with firearms complete an online firearms safety course by July 1, 2024; employers must maintain certificates of completion and cover course costs.

Establishes civil penalties for employer non-compliance enforceable by the Attorney General, city attorneys, or county counsels; exempts registered security guards and sworn peace officers on production perimeters from requirements.
