Defines "average daily membership" as aggregate enrollment days divided by instructional days for students in transitional kindergarten through grade 12, calculated using the same fiscal year data as average daily attendance.

Requires local educational agencies submitting enrollment data and demonstrating maintenance of effort on chronic absenteeism to receive additional funding equal to the difference between what they would receive under average daily membership versus average daily attendance formulas, beginning in fiscal year 2022–23.

Mandates local educational agencies maintain at least the same per-pupil spending level on staff addressing chronic absenteeism and habitual truancy as in 2019–20, with failure to meet this requirement resulting in loss of additional funding.

Requires at least 30 percent of additional funding to be spent on expenditures addressing chronic absenteeism and habitual truancy through services that improve school attendance or address root causes.

Directs the Legislative Analyst's Office to submit a report to the Legislature by November 1, 2028, on implementation of the average daily membership funding provisions in selected local educational agencies.
