Repeals the $5 fee (previously adjustable up to $15 by regulation) that applicants had to pay to request the word "VETERAN" be printed on their driver's license or identification card.

Maintains the veteran designation process requiring applicants to present a verification form signed by a county veterans service office confirming their veteran status.

Changes the veteran designation request from "in-person application" only to allow requests through any application method for a driver's license or identification card.

Retains provisions allowing the Department of Motor Vehicles to electronically transmit names and mailing addresses of applicants who consent to contact the California Department of Veterans Affairs about veterans benefits eligibility.

Incorporates conditional amendments in coordination with Senate Bill 1193 that only become operative if both bills are enacted by January 1, 2023, with this bill enacted last.
