Requires the State Oil and Gas Supervisor to provide the Legislature by July 1, 2022, with the process used to determine whether current operators have financial resources to cover plugging and abandonment costs, and to post this process publicly on the division's website.

Mandates reports beginning July 1, 2022, identifying idle wells by API number that have been idle for 3 years without paying required annual fees or maintaining a valid idle well management plan.

Requires the Department of Conservation to report well and facility locations by county by April 1, 2022, and to include location information in the October 1, 2023, update on hazardous and idle-deserted wells and facilities.

Directs the division to develop criteria for prioritizing plugging and abandonment of hazardous or idle-deserted wells and decommissioning of facilities, considering information reported to the Legislature.

Establishes expedited reporting requirements on inspection findings, violations, collections activities, liens, and costs recovered from operators beginning with reports due July 1, 2023.
