Amends the 2020-21 Budget Act by modifying and adding multiple appropriation items totaling billions of dollars across various state departments and programs.

Allocates significant funding for fire prevention and forest health ($120+ million), emergency services ($83.9 million), child welfare services ($80 million), and housing supports for CalWORKs families ($95 million).

Establishes new funding for conservation programs including $50 million for land resource protection, $20 million for Sierra Nevada Conservancy, and $12 million each for various coastal and river conservancies.

Provides billions in support for social services programs including CalWORKs, SSI/SSP, IHSS, and child care services, plus $750 million in one-time grants to SSI/SSP recipients.

Makes technical adjustments to education funding, federal trust fund allocations, and authorizes the Director of Finance to make temporary redirections for emergency fire suppression and detection costs.
