Authorizes cities, counties, city and counties, and special districts to form climate resilience districts for raising and allocating funding for eligible climate adaptation and mitigation projects, with a minimum of 95 percent of allocated tax increment revenues used for eligible projects and no more than 5 percent for administration.

Defines eligible projects as those addressing sea level rise, extreme heat, extreme cold, wildfire risk, drought, and flooding, with priority given to projects utilizing natural infrastructure and benefiting under-resourced or vulnerable communities.

Grants districts enhanced infrastructure financing district powers including authority to levy benefit assessments, special taxes, and property-related fees; issue revenue and general obligation bonds; and apply for federal and state grants.

Requires districts to establish a governing board with membership equivalent to a public financing authority and mandates annual expenditure plans, operating budgets, and capital improvement budgets subject to public review and annual revision.

Deems the Sonoma County Regional Climate Protection Authority a climate resilience district and requires all district-financed construction work to use prevailing wages and skilled and trained workforces in apprenticeable occupations unless covered by a project labor agreement.
