• Requires the $600 Golden State Grant payment for SSI/SSP recipients to be issued as a one-time increase to State Supplementary Program benefits rather than as a separate grant payment.

• Extends authorization for electronic eligibility interviews and remote form submission for the Cash Assistance Program for Aged, Blind and Disabled Legal Immigrants through the end of the COVID-19 state of emergency (previously set to expire December 31, 2020).

• Permits lists of public social services recipients to be used to notify individuals of their potential eligibility for other benefits and services outside the State Department of Social Services, such as education and public health services.

• Suspends the 365-day payment limitation for emergency caregiver foster care placements through June 30, 2021, allowing extended federal and state funding for placements pending resource family approval.

• Appropriates $1,234,000 from the General Fund to the State Department of Social Services for foster care placement support during the COVID-19 emergency, with up to $29,000 available for county administrative costs.
