Authorizes county interagency domestic violence death review teams to review near-death cases in addition to deaths, with near-death defined as a life-threatening injury resulting from domestic violence as determined by a licensed physician or nurse.

Prohibits near-death case reviews from occurring before any prosecution has concluded and makes participation by near-death survivors voluntary and non-compellable.

Specifies that statements provided by survivors in near-death case reviews are confidential and not subject to disclosure or discovery.

Requires the Attorney General to develop a protocol for domestic violence death review teams by January 1, 2025, including procedures for recognizing near deaths related to domestic violence and ensuring appropriate services for surviving family members.

Requires Department of Justice to collect, analyze, and report on state and local data regarding domestic violence deaths and near deaths annually.
