Requires local governments in coastal zones or within San Francisco Bay Conservation and Development Commission jurisdiction to submit approved sea level rise planning and adaptation by January 1, 2033, either through a local coastal program or subregional Bay shoreline resiliency plan.

Sea level rise plans must include best available science, vulnerability assessments for at-risk communities, adaptation strategies, lead agency identification, and timelines for updates based on conditions and projections.

Sets a state goal for implementation by January 1, 2028, with local governments completing approved plans by that date eligible for prioritized state sea level rise funding for project implementation.

Requires the California Coastal Commission and San Francisco Bay Conservation and Development Commission to establish preparation guidelines by December 31, 2023, in coordination with the Ocean Protection Council and Sea Level Rise Support Collaborative.

Makes the division's operation contingent on legislative appropriation in the annual Budget Act or other statute.
