Raises the age threshold for developmental disability eligibility from before age 18 to before age 22 in the Lanterman Developmental Disabilities Services Act.

Modifies Section 4512 of the Welfare and Institutions Code to expand the definition of "developmental disability" to include disabilities originating before an individual attains 22 years of age.

Maintains existing requirements that disabilities must continue or be expected to continue indefinitely and constitute a substantial disability for the individual.

Applies the change to state regional center services contracting and funding for individuals with developmental disabilities ages 18-21 who were previously ineligible.
