Establishes the Digital Education Equity Program (DEEP) administered by the California Department of Education to provide technical assistance and professional development to school districts, county offices of education, and charter schools on educational technology implementation.

Requires the department to authorize 3-year grants (eligible for renewal) to all 58 county offices of education by January 31, 2024, with minimum grant amounts and additional funding based on number of pupils served, pupil demographics, and quality of educational technology plans.

Directs the department to establish an Office of Educational Technology and Digital Equity to coordinate statewide educational technology programs and provide services including electronic resource reviews, professional development for administrators, and technical support.

Authorizes the Superintendent to provide centralized statewide educational technology services addressing locally defined needs, and requires annual reporting to the state board and Legislature on services, persons served, and funds expended.

Implementation is contingent upon legislative appropriation in the annual Budget Act or another statute.
