Expands eligibility for mental health counseling reimbursement from the California Victim Compensation Board to include providers licensed in the victim's state of residence, not just California-licensed providers.

Allows reimbursement for psychiatric, psychological, or mental health counseling services provided by individuals licensed in the state where the victim lives, or properly supervised by such licensed individuals, subject to board approval.

Maintains existing reimbursement limits: up to $10,000 for victims and certain derivative victims, up to $5,000 for other derivative victims, with potential for higher amounts in dire or exceptional circumstances.

Makes an appropriation from the continuously appropriated Restitution Fund to cover expanded reimbursement eligibility for out-of-state licensed mental health providers.
