Extends indefinitely the provision allowing diverters who complete a University of California Cooperative Extension instructional course and pass a proficiency test to be considered qualified individuals for installing and maintaining water measurement devices.

Requires the proficiency test to certify that diverters have satisfactory understanding of measurement principles and the use of measurement methods or installation of devices taught in the course.

Mandates that the University of California Cooperative Extension and the State Water Resources Control Board jointly develop the course curriculum and proficiency test.

Requires the course curriculum and proficiency test to ensure compliance with state licensing acts.

Defines "diverter" as an individual authorized to divert water under a valid water right, a property lessee acting as a representative of the water right holder, or a bona fide employee of the water right holder or lessee.
