CA SB883

Extends the Umbilical Cord Blood Collection Program administered by the University of California from January 1, 2023 to January 1, 2027, allowing continued collection of umbilical cord blood units for public transplantation and research purposes.

Requires the University of California to submit a report to the Assembly and Senate Committees on Health by January 1, 2026 detailing program metrics including units collected and transplanted (disaggregated by race and ethnicity), research outcomes, budget information, and fees charged by participating cord blood banks.

Extends the $18 fee for certified copies of birth certificates until January 1, 2027, with $2 of that fee continuing to be deposited into the Umbilical Cord Blood Collection Program Fund to support program operations.

Effective January 1, 2027, the birth certificate fee reduces to $16 and the $2 contribution to the Umbilical Cord Blood Collection Program Fund is eliminated, with the entire Umbilical Cord Blood Collection Program provisions repealing on that date.
