Renames the Cooperating Agencies Foster Youth Educational Support Program to "NextUp" and removes the limit of 20 community college districts, allowing any district to participate by submitting a letter of interest to the Board of Governors.

Requires the Board of Governors to prioritize funding allocation based on the number of eligible students and geographical equity if requests exceed available funding.

Allows students enrolled in fewer than 9 units to participate in Community College Extended Opportunity Programs and Services if enrollment is part of an education plan designed to move them toward 9-unit enrollment.

Reduces the maximum allocation for program administration, development, and program accountability from separate limits of 2% and 3% to a combined limit of 1% of total program funds.
