Expands stormwater discharge compliance requirements for regulated industries applying for initial business licenses or renewals with cities and counties to include equivalent instruments or permits.

Requires applicants to provide under penalty of perjury their facility names, Standard Industrial Classification Codes, and stormwater permit identification numbers (WDID, WDID application number, NONA, or NEC).

Requires cities and counties to transfer compliance information to the State Water Resources Control Board and make identification numbers available to the public upon request consistent with California Public Records Act procedures.

Requires the State Water Resources Control Board by June 1, 2023 to mandate all recipients of NONA or NEC identification numbers issued on or after January 1, 2020 to upload pertinent information to the Stormwater Multiple Application and Report Tracking System database.

Applies to business license applications and renewals submitted on and after January 1, 2020, and allows counties and cities to establish three-month provisional license procedures for compliance.
