Requires the California Office of Emergency Services (Cal OES) to direct the California Cybersecurity Integration Center (Cal-CSIC) to prepare a strategic, multiyear outreach plan to assist the food and agriculture and water and wastewater sectors in improving cybersecurity.

Outreach plan must include needs assessment, coordination methods with state and federal agencies and nonprofits, funding estimates, potential funding sources, and quantifiable success measures.

Requires Cal OES to submit the outreach plan to the Legislature by January 1, 2024.

Requires Cal OES to direct Cal-CSIC to evaluate grant and alternative funding options for these sectors to improve cybersecurity preparedness, with a report to the Legislature by January 1, 2024.

Report must include evaluation summary, specific grant and funding options with funding levels and sources, and voluntary unfunded actions to improve cybersecurity preparedness; both reporting requirements expire January 1, 2028.
