Repeals special transportation identification device provisions for motorcycles effective January 1, 2027, and requires competition motorcycles and all-terrain vehicles (ATVs) model year 2022 and newer to obtain competition identification to operate on public lands.

Requires competition motorcycles and ATVs to have vehicle identification numbers (VINs) or product identification numbers (PINs) configured with a "3" or "C" as the eighth digit to qualify for competition identification issuance or renewal.

Increases service fee from $7 to $9 and special fee from $33 to $42 for competition motorcycles and ATVs model year 2022 and newer operating on public lands, with fees deposited in the Off-Highway Vehicle Trust Fund for Department of Parks and Recreation costs.

Requires competition-identified motorcycles and ATVs to display identification on the left side of the vehicle (starting January 1, 2027) and to be equipped with mufflers, spark arresters, and noise-limiting devices when operating on public lands, removing previous exemptions for racing vehicles.

Redefines "closed course" to clarify it is not available for public vehicular access and requires reasonable implementation costs to be reimbursed to the Department of Motor Vehicles from the Off-Highway Vehicle Trust Fund, subject to legislative appropriation.
