Amends the definition of "nonprofit convenience zone recycler" in the California Beverage Container Recycling and Litter Reduction Act to remove the requirement that recycling centers operate in the same location for at least 5 years.

Expands the service area for nonprofit convenience zone recyclers from within one mile to within two miles of a supermarket in an exempt convenience zone.

Maintains requirements that nonprofit convenience zone recyclers must be operated by organizations established under Section 501(c) or 501(d) of the Internal Revenue Code and be certified by the Department of Resources Recycling and Recovery.

Allows nonprofit recycling centers to be located within a convenience zone without being a supermarket site, or alternatively within two miles of a qualifying supermarket in an exempt convenience zone.
