Ratifies amendments to tribal-state gaming compacts between California and 29 Indian tribes, executed between March 15 and May 16, 2022, for the purpose of extending the terms of those compacts.

Exempts from California Environmental Quality Act (CEQA) review the execution of amended compacts, intergovernmental agreements negotiated under the compacts, and on-reservation impacts of compliance with compact terms, in deference to tribal sovereignty.

Specifies that the CEQA exemption does not apply to cities, counties, the Department of Transportation, or other state and local agencies beyond what is expressly stated in this section.

Takes effect immediately as an urgency statute to enhance economic development, stability, and self-sufficiency of the affected tribes.
