Extends the deadline for the City of West Sacramento to achieve urban level of flood protection from 2025 to 2030, with an exception carved out in Government Code Section 65962.2.

Adopts and approves the West Sacramento Project for flood risk reduction along the Yolo Bypass, Sacramento Bypass, and Sacramento River, authorized by Congress in the Water Infrastructure Improvements for the Nation Act (Public Law 114-322), at a cost to be appropriated by the Legislature.

Expands the boundaries of Reclamation District Number 900 to include Maintenance Area 4, which may only be dissolved upon execution of an assurance agreement and assumption of project levee maintenance responsibilities.

Makes the West Sacramento Area Flood Control Agency potentially liable for fair and reasonable share of property damage from floods if the state's liability exposure increases due to unreasonable development approvals between January 1, 2025, and December 31, 2030.

Declares that a special statute is necessary for West Sacramento due to unique circumstances including COVID-19 pandemic delays and federal funding challenges affecting the timeline for achieving flood protection standards.
