Expands the California Rehabilitation Oversight Board's examination duties to include the Department of Corrections and Rehabilitation's efforts to address housing needs for incarcerated persons and parolees, particularly those with serious mental health needs.

Requires the board's annual reports (due September 15) to include data on the number of parolees experiencing homelessness and how many of those parolees were previously identified as having serious mental health needs.

Maintains existing board requirements to examine mental health, substance abuse, educational, and employment programs for incarcerated persons and parolees, and to examine efforts to assist with postrelease health care coverage.

Requires the board to meet at least twice annually and make recommendations to the Governor and Legislature regarding modifications, additions, and eliminations of rehabilitation and treatment programs.
